The Treaty of General Relations and Protocol was signed by representatives of the Republic of the Philippines and the United States of America. High Commissioner Paul V. McNutt represented the United States and President Manuel Roxas signed for the Philippines.
The treaty recognized the independence of the Philippines and the relinquishment of the sovereignty of America as of July 4, 1946.
On August 14, 1946, President Harry Truman affixed his signature after the US Senate gave its approval on July 31, 1946.
The treaty was ratified in the Philippines on September 30, 1946 and took effect on October 22, 1946.
The treaty was accompanied by a "provisional agreement concerning friendly relations and diplomatic and consular representation" until it was ratified.
