Gov. Gen. William Francis “Frank” Murphy delivered his message at the opening session of the Tenth Philippine Legislature.
This was a meeting of the legislature of the Philippine Islands under the sovereign control of the United States from 1934 to 1935.
The Philippine Bill of 1902 created a bicameral or two-chamber Philippine Legislature with the Philippine Commission as the Upper House and the Philippine Assembly as the Lower House.
In 1916, the Jones Law changed the legislative system and established the Senate and the House of Representatives.
