More American troops arrived in Manila from San Francisco raising the number to 12,000 by late July with the objective to capture Manila without the assistance of the Filipino revolutionaries.
Admiral George Dewey was advised by the U.S. Department of the Navy to distance himself from Gen. Emilio Aguinaldo to avoid unnecessary commitments to the Filipino forces engaged in battle with Spanish troops.
His victory against the Spanish armada also led to the rivalry among imperialist countries.
Warships from Britain, Germany, France and Japan filled Manila Bay.
