The 5th Philippine Legislature opened its regular session.
It was under the sovereign control of the United States of America and enacted laws until March 22, 1922.
The Philippine Senate has 24 members that included Manuel L. Quezon (Senate President), Santiago Fonacier, Rafael Palma, Teofisto Guingona and Lope K. Santos.
There were 91 members of the House of Representatives and among them were Sergio Osmena (Speaker), Claro M. Recto, Elpidio Quirino, Benigno S. Aquino Sr., Manuel C. Briones, Vicente Urgello and Mariano Jesus Cuenco.
