JULY 29, 1946
Pres. Manuel Roxas issued Republic Act No. 4 which was an Act that made it unlawful for anyone carrying a firearm or ammunition.
This was one of the measures he did to check and stop the communist Hukbalahap movement of Luis Taruc.
On March 6, 1948, Roxas issued a proclamation declaring the Hukbalahap and Mateo Castillo’s Pambansang Kaisahan ng Magbubukid (PKM) as illegal and seditious associations.
Anyone affiliated with the two groups were considered enemies of the state and were to be arrested and imprisoned.
