AUGUST 14, 1898
The US created a military government with Maj. Gen. Wesley Merritt acting as military governor under the authority of the American president.
The military governments of Merritt (1898), Elwell S. Otis (1898-1900), Arthur McArthur Jr. (1900-1901) and Adna Chaffee (1901-1902) pacified the islands prior to the establishment of a civil government.
The American-style school system was introduced with soldiers as teachers.
Civil and criminal courts were organized along with the Supreme Court.
Municipal governments were established as well as public works projects.
