AUGUST 7, 1898
Gen. Wesley Merritt and Admiral George Dewey sent a joint letter to the new Spanish Governor General Fermin Jaudenes who replaced Basilio de Augustin on July 24, warning him to evacuate all non-combatants from the city in two days.
The letter added that American forces will start bombing Manila after 48 hours.
IThe Governor General replied that there was no place they can send their sick and wounded as well as the women and children owing to the fact that they were being surrounded by Gen. Emilio Aguinaldo’s revolutionary forces.
