AUGUST 13, 1898
After the August 13, 1898 "mock" Battle of Manila during the Spanish-American War, the Spanish colonial government transferred its capital that same day from Manila to Iloilo City.
Fermin Jaudenes y Alvarez, who was governor-general on July 24, 1898 was asked to leave his post on August 13, 1898 after handing over Manila to the United States Army.
Immediately, Diego de los Ríos y Nicolau sat as Governor-General of the Philippines. He wanted to save Visayas and Mindanao from the Americans so he asked Spain to grant the reforms earlier demanded by the Ilonggos.
He issued a proclamation addressed to the people of the Visayas enjoining them to establish a "Council of Reforms" to be made up of 24 leading citizens, 12 of whom would be selected by popular vote and another 12 to be appointed by the governor-general himself. It did not satisfy the people.
On October 28, 1898, General Martin Delgado gathered the Ilonggos and marched into Santa Barbara. Simultaneous uprisings occurred in the towns across Iloilo.
