JANUARY 2, 1899
Pres. Emilio Aguinaldo through a decree, appointed his chief adviser Apolinario Mabini as president of the Council of Government.
Mabini’s post was equivalent to that of a Prime Minister position. The office of the Council of Government was composed of a President and seven secretaries.
The secretaries have under his charge the portfolios of Foreign Relations, Interior, Finance, War and Marine, Public Education, Communications and Public Works, and Agriculture, Industry, and Commerce.
