Cayetano Arellano And Others Testify Against Self-Rule

Today in Philippine History (Philatelic Edition Series 2):

JULY 24, 1899

Cayetano Arellano along with Pedro Paterno, Benito Legarda, Florentino Torres and Felipe Buencamino testified before the Schurman Commission that the Philippines was not ready for self-rule. 

The commission, also called the First Philippine Commission, was composed of Jacob Gould Schurman, Admiral George Dewey, Charles Denby, Dean C. Worcester and Maj. Gen. Elwell Otis. 

It was established by US President William McKinley on January 20, 1899 to study and make recommendations on what to do with the Philippines after it was ceded by Spain. 

Arellano and Paterno and other ilustrados met and founded the Partido Federal on December 23, 1900 to promote the annexation of the Philippines as a state of the United States of America, and was attended by 119 pro-American upper class Filipinos. 

When the American Civil Government was established in 1901, Governor William Howard Taft appointed Cayetano Arellano as the first Supreme Court Chief Justice.
