Gen. Aguinaldo Creates Dictatorial Government

Today in Philippine History (Philatelic Edition Series 2): 

JUNE 18, 1898

General Emilio Aguinaldo came out with a decree creating a dictatorial government. 

While he was in Hongkong, U.S. Consul Rounsenville Wildman advised him to establish a dictatorial government which would be the nucleus of a republican government just like the United States. 

Earlier, he asked Mariano Ponce to make a draft plan for a revolutionary government. Ambrosio Rianzares Bautista, Aguinaldo's war adviser suggested that he form a dictatorial government. 

On May 24, 1898, he announced his intention of establishing a dictatorial government.

Aguinaldo assumed command of all Filipino forces and made himself as titular dictator. 

Power was vested to him to administer decrees promulgated under his sole responsibility. 

The dictatorial government was a provisionary one until peace was established and liberty was achieved. 

On June 23, 1898, the dictatorial government was changed to a revolutionary government.
