President Benigno Aquino III led the handover of the draft of the Bangsamoro Basic Law to the Senate and House leaders in a historic turnover ceremony at Malacañang on September 10, 2014.
The House of Representatives passed its version of the bill, House Bill No. 5811, on May 20, 2015 while a revised version of the BBL, known as the Bangsamoro Autonomous Region Law (Senate Bill No. 2894), was presented in the Senate on August 11, 2015.
Although it was due for interpellation on August 17, 2015, the Senate decided to defer the period of interpellation taking into consideration the length and complexity of the bill. The 16th Congress went into recess without passing the bill.
The 17th Congress was not initially set to tackle the passage of the BBL. President Rodrigo Roa Duterte pushed both houses to make it a priority.
After the ouster of House Speaker Pantaleon Alvarez from his speakership for failing to ratify the bicameral conference committee report before President Duterte's 3rd SONA among others, former President Gloria Macapagal Arroyo took over the speakership and promised to ratify the report.
On July 24, 2018, the report was ratified and the House and Senate Bills were transmitted to the president.
President Duterte signed the Bangsamoro Organic Law or Republic Act No. 11054 on July 26, 2018. It is a Philippine law that provided for the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
