SEPTEMBER 10, 1898
Emilio Aguinaldo appointed ten additional delegates to the Malolos Congress. Although members were supposed to be elected, Aguinaldo was compelled to appoint delegates in some areas owing to the peace and order situation.
Elections began on June 23, 1898 and commenced on September 10, 1898. 68 delegates were elected while 68 were appointed by Aguinaldo.
Pedro Paterno won over Antonio Luna and became President of the Malolos Congress, that would create a commission that was tasked to make a draft of the constitution.
