Gen. Ricardo Monet Organizes The Volunteer Militia

MAY 4, 1898

Gen. Ricardo Monet, the Politico-Military Governor of Iloilo Province organized the Volunteer Militia in the different towns. 

After the defeat of the Spanish fleet against the Americans, Governor General Basilio Augustin issued a decree creating a Filipino volunteer militia  or "Voluntarios" in the different provinces to augment government forces. 

Martin Teofilo Delgado, a "mestizo" who held a top position in his town was named captain with 125 men under him in Sta. Barbara. 

When Diego delos Rios became governor general in the later part of May 1898, Delgado was able to requisition for more arms. 

He and his men later turned against Spain and launched different attacks. 

On November 17, 1898, the Provisional Revolutionary Government of the Visayas and Mindanao was proclaimed and the flag sent by Gen. Emilio Aguinaldo was raised.
