On October 27, 1994, a very significant development benefitting the philatelic scene in the Philippines took place. This was the official signing of Proclamation 494 by President Fidel V. Ramos declaring the month of November of every year as the National Stamp Collecting Month. It is also very fitting that the President signing this very important document is a stamp collector himself.
The main reason for the presidential proclamation is to create public awareness on the value and significance of philately. A month-long celebration for the promotion and development of the Filipino's consciousness towards philately would help project the image of the Philippines abroad while at the same time boost the country's tourism and economy.
The signing of Proclamation 494 was highlighted on an 8-peso souvenir sheet released on November 29, 1995. The design of the sheet features President Fidel V. Ramos affixing his signature.
Prior to its signing, stamp collectors celebrated the last week of November as the National Philatelic Week since 1968 when President Ferdinand E. Marcos issued Proclamation 622.
